The European Court of Human Rights (ECHR) awarded 26 thousand euros to designer Konstantin Konovalov, whose leg was broken by police before a protest on July 27, 2019, when he went for a jog near the Moscow City Hall. The decision was published on the court's website.
The court ruled that the authorities had violated the article stipulating that no one shall be subjected to torture or inhuman or degrading treatment or punishment (Article 3 of the European Convention on Human Rights). The ECHR also applied articles on the right to freedom of assembly (Part 2 of Article 11 of the European Convention), the right to a fair trial (Part 1 of Article 6 of the European Convention) and the right to liberty and security of person (Part 1 of Article 5 of the European Convention).
The authorities also violated similar articles in relation to Golt Revan, who on the same day participated in a rally in support of independent candidates for Moscow City Duma deputies. He was awarded 6,500 euros. According to the text of the ECHR ruling, the police hit him several times. Doctors recorded a wound to the soft tissues of Revan's head, hematomas on his head and both elbows.Konovalov was detained several hours before the start of the rally, when he went for a run. The security forces threw him onto the asphalt, and later the Muscovite suffered a broken leg bone. At the same time, the Investigative Committee did not initiate a criminal case due to the actions of the police. Konovalov was fined 10 thousand rubles under the article on participation in an uncoordinated action.
Later, the designer noticed that there were changes in his medical record in the EMIAS system. Previously, the discharge stated that the patient said he was “beaten by police officers.” Now it says that Konovalov received “a domestic injury as a result of a fall on the street.”

Initially, the protesters planned to gather at the city hall, but police blocked the passage to it. During the rally, security forces violently dispersed the protesters, beating them with batons.
