The State Duma wants to clarify the provisions of the law on presidential elections

MOSCOW, Oct. 5 A project was submitted to the State Duma amendments clarifying the provisions of the law «On the election of the President of the Russian Federation», reported the press service of the head of the State Construction Committee Pavel Krasheninnikov.
The authors of the document proposed amending the Federal Law, taking into account the fact that the Federation Council will decide on the date of elections of the head of state in December 2023 — no earlier than one hundred days and no later than 90 days before voting day. The purpose of the amendments is to clarify in advance some legislative norms.

The amendments provide for clarification of the provisions on photo and video filming at polling stations — it can only be carried out by persons who have the right to do so in accordance with the law, excluding violation of the secrecy of voting and control by expression of will. A prerequisite is maintaining the confidentiality of personal data contained in voter lists and other documents.

“The rule is being established: if a registered candidate has a criminal record, an obligation is introduced to submit information about his criminal record in writing to the election commission that registered him,” Krasheninnikov noted.

The bill also proposes:

  • establish the features of opening and using accounts by election commissions;
  • regulate issues of remuneration for EC members;
  • to secure the possibility of co-financing the preparation and conduct of presidential elections from regional and local budgets.

According to the authors of the initiative, the maximum cost of producing campaign materials will be set at two percent of the subsistence level per capita per unit of production. Now this limit is one hundred rubles. In addition, only media representatives working in editorial offices on the basis of an employment contract can be accredited at meetings of election commissions.

Krasheninnikov added that the innovations are of a legal and technical nature and repeat changes already made to the laws on guarantees of electoral rights and participation in the referendum, as well as on the elections of State Duma deputies. The bill is intended to synchronize them in the electoral legislation from the point of view of a unified approach to elections at all levels of government.

The draft document, in addition to deputy Pavel Krasheninnikov, was submitted to the lower house of parliament by Senator Andrei Klishas.
