RYAZAN, October 25 Administrative protocols were drawn up against the parents of teenagers in the Ivanovo region after a video appeared on the Internet of children mocking a man lying on the ground, the police will send the materials to commission on juvenile affairs and the investigative department.
The video appeared in Ivanovo Telegram channels and media. The footage shows how young people kicked a man lying on the ground in the face and body, poured liquid from a bottle, and one of them allegedly relieved himself on the man.
“A video is being distributed on the Internet that shows teenagers mocking a man lying on the ground. Police officers registered the information in accordance with the procedure established by law,” the regional Ministry of Internal Affairs reported on its Telegram channel.
It is noted that the identities of all participants in the incident have been established. The police are interviewing them and their parents. The teenagers are between 13 and 15 years old and have not previously come to the attention of law enforcement agencies.
“»Administrative protocols have been drawn up in relation to the parents under Article 5.35 of the Code of Administrative Offenses of the Russian Federation — failure by parents or other legal representatives of minors to maintain and raise minors. The protocols will be sent to the Commission on Minors' Affairs to register teenagers,» notes Ivanovskaya police.
It is clarified that the inspection materials are being prepared for transfer to the investigative department of the city of Shui of the Investigative Committee of the Investigative Committee for the Ivanovo region.
