TOMSK, October 31The scientific potential of Siberia is not yet sufficiently used to ensure the technological independence of Russia, this also applies to dual-use developments, said Secretary of the Security Council of the Russian Federation Nikolai Patrushev at a retreat in Tomsk.
He recalled that scientific and educational organizations specializing in research and development in priority areas operate in the district. In a number of Siberian regions, technological competencies have been developed taking into account the peculiarities of their economy, structures that combine the experience of production, scientific and educational organizations are successfully operating.
«At the same time, the scientific and production potential of the district, the core of which is the Siberian Branch of the Russian Academy of Sciences, is not yet sufficiently used to solve the problems of ensuring the technological independence of Russia, primarily due to accumulated problems with personnel and material and technical support of organizations applied science,» the Security Council Secretary emphasized.
According to Patrushev, “the district’s potential in terms of the transfer of effective dual-use technologies is also not fully utilized, primarily through the creation of scientific and industrial clusters based on enterprises of the military-industrial complex.” This, in his assessment, “significantly prevents the use of the scientific and technical potential they have accumulated in civilian industries.”
