MOSCOW, November 11 The Ministry of Industry and Trade of Russia proposes to begin introducing instance-by-instance traceability of beer, brewing products and low-alcohol drinks in the Russian Federation from April 1, 2024 year, the corresponding draft document was published on the portal of draft regulatory legal acts.
According to the documents, the draft resolution provides for the second stage of introducing mandatory labeling requirements for identification of beer and low-alcohol drinks.

“At the second stage, instance traceability is introduced by establishing obligations for participants in the circulation of beer and low-alcohol drinks, subject to mandatory marking by means of identification, to transmit information about the introduction into circulation, circulation and withdrawal from circulation of beer and low-alcohol drinks in a way that is not a sale in retail, into an information system for monitoring goods subject to mandatory labeling with identification means… and it is also planned to consolidate the information monitoring system and a unified state automated information system for recording the volume of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products,” the document says.

The draft notes that the Cabinet of Ministers resolution of November 30, 2022, which introduces rules for labeling beer, drinks made from beer, and certain types of low-alcohol drinks, is proposed to be supplemented with a subclause, according to which participants in the circulation of such products “submit to the state information system for monitoring turnover of goods subject to mandatory marking by means of identification, application for registration in the information monitoring system starting from April 1, 2024 before the start of activities related to the introduction into circulation, circulation and withdrawal from circulation (regardless of the grounds) in the territory of the Russian Federation of beer and low-alcohol drinks «.
The digital marking system was introduced in Russia in 2019. It applies to dairy products, bottled water, medicines, tobacco, shoes, light industrial products, fur coats, perfumes, tires and cameras, electronic nicotine delivery devices and liquids for them, dietary supplements, antiseptics, medical products, wheelchairs, sweet drinks and beer .
Mandatory labeling of beer and low-alcohol drinks in glass and polymer packaging began in Russia in the fall of 2023. Thus, at the end of September, 557 producers of beer in polymer and glass packaging were registered in the labeling system — this is 96% of the total number of participants in the circulation of such products. Prior to this, on April 1, labeling of such alcoholic beverages in kegs began.
