The Ministry of Energy of the Russian Federation together with the Ministry of Industry and oil companies is considering the possibility of easing requirements for the repair of oil refineries due to a lack of original spare parts. The Ministry of Energy reported this to the Izvestia newspaper.
A project was developed to supplement the list of annexes to the Government Resolution, the ministry stated.
It is noted that the issue of using non-original parts in repair of a refinery will be considered within the framework of the reverse engineering mechanism — the process of creating a copy of a part based on an already existing model. The legislation of the Russian Federation and the legal norms of the Eurasian Economic Union do not prohibit the replacement of spare parts and components without agreement with the original manufacturer.
At the same time, the provisions of the technical regulations of the Customs Union, as well as the rules approved by Rostechnadzor, oblige enterprises to comply with the equipment operating instructions .
The Ministry of Industry and Trade, together with the Ministry of Energy and oil and gas companies, is exploring the possibility of harmonizing legislation, the department explained.
