ARKHANGELSK, December 11 There is a positive trend in the investment sector of the Arkhangelsk region, the gross regional product is growing, and all investors have returned to their investment programs and are launching new production, Governor of the Arkhangelsk region Alexander Tsybulsky said in during a bilateral meeting with Russian President Vladimir Putin.
The head of the region noted that, taking into account the specifics of the regional economy, 2022 was not an easy year for the Arkhangelsk region. The sanctions that were imposed against some industries had a certain effect last year, but in 2023 a steady trajectory of recovery growth is observed in all areas.

“GRP grew by almost one percent, and in the next 2024-2025 we predict its further growth by 2-4 percent,” said Tsybulsky. As the head of the region noted, investment growth in the medium term will be facilitated by the implementation of projects in the field of shipbuilding and ship repair, transport and logistics, mining, as well as in the construction sector.
“»Investments began to grow. Despite difficult economic situation in 2022, we note a good attitude towards the continuation of investment projects. To date, all investors have returned to their investment programs and are launching new production,” noted the head of the region.
Thus, about 25 billion rubles will be allocated to the transport sector in the next three years — these are investments within the framework of the Russian Railways investment program, funds to complete the reconstruction of the Arkhangelsk airport, as well as investments in the development of port and terminal infrastructure. In the long term, the most ambitious project is the ongoing project for the construction of a new deep-water area of the Arkhangelsk seaport — within the first stage of the construction of a container terminal, the investment volume will amount to 111.4 billion rubles for 2025–2028.

Tsybulsky also noted that a significant contribution to increasing the volume of investments will also be provided by projects aimed at modernizing and creating new capacities in the shipbuilding and ship repair complexes of the region — more than 25 billion rubles have been allocated for their implementation. Thus, Sevmash and the Zvezdochka ship repair center plan to build two floating docks and technically re-equip the loading dock chamber.
In the field of mining, the implementation of large projects for the construction of mining and processing plants on the basis of the deposits named after V. Grib and named after M.V. continues. Lomonosov. Diamond mining companies in the Arkhangelsk region plan to begin developing new pipes and, in the next 5-7 years, increase production by two million tons per year.
Unique both for the Arkhangelsk region and for Russia as a whole is the project for the construction of a full-cycle enterprise for the production of crystalline iodine of the «Ch» grade, 100% of which is today imported to Russia. The investor plans to create a pharmaceutical production of iodine-based substances, and the priority development area currently being created is chosen as the site for the production.
In addition to the “iodine” project, new import-substituting machine-building production will also be created within the framework of the ASEZ: the production of harvester heads and forwarders for the logging industry, as well as other specialized equipment. At the same time, it is planned to open a plant for the production of reinforced concrete products for the needs of large Arctic projects and a modern data processing center.
Investment growth will also be facilitated by the implementation of projects in the construction sector — the volume of investments in large-scale investment projects will amount to about 30 billion rubles.
