The Federal Bailiff Service (FSSP) is associated in the mass consciousness with conservatism and bureaucracy. However, the era when in order to collect debts or pay them it was necessary to fill out a lot of paperwork and go to a meeting with “your bailiff” according to a certain schedule is long gone. Digital services constantly being introduced into the FSPP have already begun to change Russians’ perceptions of the quality and speed of interaction with this government agency. Nikolai Konovalov, head of the FSSP Main Directorate for Moscow, told MK about new technologies, round-the-clock access to information and the ease of repaying debts online.

— Digital technologies in everyday life save time for both citizens and businesses, as well as department employees, and allow them to quickly resolve emerging issues within the framework of enforcement proceedings. For example, in practice we come across cases where a person, for some reason, missed the deadline for making mandatory payments and learned about the debt from the bailiffs. The “Digital Enforcement Proceedings” service on the State Services portal promptly notifies of initiated proceedings and allows you to avoid unpleasant consequences in the form of arrests, bans and restrictions. The debtor is given 5 calendar days to voluntarily repay the debt.

Over the 10 months of 2023, over 113 thousand electronic requests for receiving the “Informing about the progress of enforcement proceedings” service were considered.
— We have a lot of them. In early November, for example, the seizure of a BMW 640i xDrive prompted a Muscovite to remember his son and pay child support to his mother. The capital's bailiffs seized the debtor's car, after which the 46-year-old man quickly paid off his debts. Before this, a resident of Perovo had not paid alimony for a very long time: his debt in enforcement proceedings amounted to more than 1 million rubles. This man also avoided appearing before the bailiff. To induce the debtor to pay, the department employee applied enforcement measures. In addition, when checking the property status, it was established that the citizen, in addition to an expensive foreign car, also owns a one-room apartment. A ban on registration actions was issued in relation to the property. After this, the defaulter began to hide his car from the bailiffs. The car was put on the wanted list. As you understand, most of the described operations took place through digital services, which significantly speeded up and facilitated the work. After this, as part of a joint raid, the car was stopped by representatives of the State Traffic Inspectorate. The bailiff drew up an inventory and arrest report and sent the expensive foreign car to a special parking lot for storage. After which the man immediately went to the bank and paid the alimony debt in full. As soon as the funds were transferred to the mother's account for the maintenance of the child and all the necessary confirmation of this was provided, the car was returned to the owner.
— To avoid a situation at the airport when a defaulting citizen is not allowed on a flight due to an imposed restriction, it is necessary to fully pay the debt under enforcement proceedings. After repaying the debt, the bailiff will issue a decision within a few hours to lift the restriction on traveling abroad.

The response to the request will be sent to your personal account. You can also contact the duty officer of the bailiff department at the place where the proceedings are being conducted. They receive citizens daily and without an appointment: they work from Monday to Thursday from 9.00 to 18.00, on Friday — until 16.45 with a lunch break from 13.00 to 13.45.
— Over the 10 months of 2023, during the period of restrictions, debtors paid 5.9 billion rubles of debt.
