President Vladimir Putin instructed the Ministry of Defense and the Ministry of Digital Development to conduct the autumn conscription in 2024 using a unified register of military records and a register of electronic summonses. The instructions are published on the Kremlin website.
According to the document, the departments will have to organize the registration and removal of Russians from military registration without personal appearance at the military registration and enlistment office, as well as provide citizens with access to their personal account in the register of electronic summonses.
In addition, the ministries were instructed to deal with the automatic confirmation of deferments from conscription and the updating of military registration data “mainly without the personal appearance of citizens at the military commissariat.” The Ministry of Defense was also instructed to create a unit by January 15 that will deal with the implementation and development of the state information system and the register of agendas.

In mid-April, Putin signed a law creating a unified register of military records and a register of electronic summonses. The summons will be considered served seven days after it appears in the register, and from that moment the addressees will be prohibited from leaving Russia. If a summons fails to appear at the military registration and enlistment office within 20 days, “restrictive measures” will be applied to citizens.
