MOSCOW, December 25 Russian President Vladimir Putin signed a law on measures to stimulate demand for Russian industrial products and create conditions for their priority use . The document was published on the official legal information portal.
It supplements the law “On Industrial Policy in the Russian Federation” with a number of concepts, including “Russian industrial products”, “manufacturer of Russian industrial products”, “digital passport of industrial products”.
The Ministry of Industry and Trade of the Russian Federation will maintain a register of Russian industrial products and determine the sample, procedure for use and termination of use of the “Russian Industrial Products” logo. Inclusion of products in the register will become the basis for using this logo to maintain interest in Russian industrial products and promote them on the market. To be included in the register, products must meet the criteria approved by the Cabinet of Ministers.
Taking into account the changes in the conceptual apparatus, the goals, objectives and principles of industrial policy outlined in the law are updated. And the government of the Russian Federation is given the authority to establish requirements for the priority order of acquisition, use and sale of domestic products, explained First Deputy Head of the Ministry of Industry and Trade Vasily Osmakov.
The new law also provides for the creation of a system of digital passports of industrial products. We are talking about the formation of a unified mechanism for identifying goods and accumulating data on measures to support manufacturers and customers working under 44-FZ (on the contract system in the field of public procurement) and 223-FZ (on procurement of certain types of legal entities), Osmakov noted. Digital passports, which will be open to users of electronic platforms, according to him, will help select import analogues and show the opportunity to save on purchases.
The new law comes into force on July 1, 2024.
