In the Chelyabinsk region, a preventive measure in the form of detention was chosen for a local resident who was accused of hooliganism (Part 2 of Article 213 of the Criminal Code) on New Year’s Eve. This was reported by the press service of the regional department of the Investigative Committee.
The department added that the Chelyabinsk resident was detained on January 3. The investigation requested the arrest of two other defendants in the case, but the court decided to place them under house arrest. The prosecutor's office appealed these decisions.
The Investigative Committee did not specify what led to the initiation of a criminal case. At the same time, the department previously announced the initiation of a case under the article of hooliganism due to insulting Chelyabinsk residents, one of whom participated in the war in Ukraine.
According to investigators, on January 1, in a courtyard in Chelyabinsk, young people, being drunk, behaved “defiantly,” expressed “insults against local residents, and also struck the victims with an object used as a weapon,” one of whom took part in a special military operation.”
The first two accused are 18-year-old Alexey Rybak and his 17-year-old brother Grigory. The Telegram channel “Migrants — everything as it is” published a video of the conflict. One of the characters in the video hit the man behind the card with a shoehorn.
After this, the man calls his opponents “fucking chushpans”, “garbage whores” and says that he “fucked them in the mouth”, while showing offensive gestures. A man from the defending group then encouraged the attacker to «drop the stick» and engage in a one-on-one fist fight. The brawl flared up with renewed vigor, and one of its participants used pepper spray.
