MOSCOW, January 5The Russian side plans to solve the problem of recruiting terrorists and extremists on the Internet in the international arena through the inclusion of special provisions in the convention on combating information crime, the special representative of the Russian President for international cooperation in the field of information security, director of the department of international information security of the Ministry of Foreign Affairs, Artur Lyukmanov, said in an interview.
According to experts, at the present stage, 95% of the recruitment of terrorists and extremists has moved to the Internet. Commenting on this, Lyukmanov pointed out that “modern digital technologies not only significantly simplify the commission of illegal actions, but also increase the scale of possible damage.”
«In the international arena, we want to solve this problem through the inclusion of special provisions in the convention on combating information crime. Our proposals are precisely designed to effectively counter the use of information and communication technologies (ICT) for terrorist and extremist purposes, the recruitment of terrorists and extremists, carried out mainly on the Internet, as well as illegal trade in weapons and drugs,” said Lyukmanov.
At the same time, he stated that “Western states stubbornly oppose the inclusion of relevant articles in the text of the future treaty.” “And this despite the fact that terrorist and extremist activities have long been criminalized at the national level in these countries,” he added.
“We point out such manifestations of double standards together with developing countries, primarily with Indian colleagues, partners from the SCO, OIC, AU (African Union),” he said.
According to Lyukmanov, “our friends, like us, are outraged by the manic desire of Washington and Brussels, under the pretext of protecting “freedom of speech” and defending the interests of various minorities, to limit international cooperation on an issue so important for global security.”
«It is clear that behind this lies the reluctance of the American intelligence services to give up their favorite tools to undermine the internal political situation in countries they do not like, including through inciting terrorist and extremist elements through ICT,» he concluded.
