The Ministry of Finance gave a preliminary assessment of the execution of the federal budget

MOSCOW, January 11 The federal budget deficit in 2023, according to preliminary estimates, amounted to 3.2 trillion rubles (1. 9% of GDP), according to materials on the Ministry of Finance website.
“The volume of federal budget revenues in 2023 amounted to 29,123 billion rubles, which is 4.7% higher than the volume of revenue receipts for 2022. <…> The volume of federal budget expenditures for 2023 amounted to 32,364 billion rubles,” — the document says.
In the budget law for 2023, the deficit was envisaged at 2.925 trillion rubles or two percent of GDP.

This slightly exceeded the forecasts of the Ministry of Finance; at the end of December, the head of the department Anton Siluanov said, that the deficit is expected to be 1.5% of GDP or less.

Oil and gas revenues amounted to 8.8 trillion rubles, of which, in accordance with the budget rule, 822 billion rubles were allocated to reserves.

Compared to 2022, oil and gas revenues decreased by 23.9%. The Ministry of Finance associates this with the high base of the previous year, lower oil prices and reduced gas exports.
At the same time, stable positive dynamics are visible in terms of the receipt of key non-oil and gas revenues, the department emphasized.
They amounted to 20.3 trillion , which is 25% more than the previous year and more than 3.1 trillion rubles higher than planned.
