MOSCOW, January 17 State Duma deputies from the LDPR Andrei Lugovoi and Ivan Sukharev wrote a letter to the head of the Ministry of Justice, Konstantin Chuychenko, with a proposal to oblige foreign agents to report on the income and property of their relatives, a copy of which is available.
“Legislative regulation does not take into account the circumstances in which close relatives of a foreign agent may be involved in relations between a foreign agent and a foreign source, including by providing a close relative of a foreign agent with funds and (or) other property in favor of the foreign agent. Consequently, the recipient (an intermediary in obtaining) support from a foreign source may be a close relative of a foreign agent,” the text of the letter says.
Third parties who are not related to the foreign agent, but who are capable of assisting in such support in favor of the foreign agent, can also be intermediaries in receiving support from a foreign source, it is noted there.
«Consequently, having the intent to evade the obligation to provide the authorized body with information about support from a foreign source, a foreign agent may, in collusion with close relatives and (or) third parties, hide such sources of support, use and dispose of the corresponding funds and ( or) property for carrying out their activities… In this regard, and in addition to Part 3 of Article 9 of Federal Law No. 255-FZ of July 14, 2022, I ask you to assess the feasibility of making changes in terms of imposing obligations on individuals included in the Register of Foreign Agents , submit annually (for the past year) to the authorized body information about your income, property, expenses and obligations, about income, property, expenses and obligations of close relatives, and also extend this obligation to persons included in the Register of individuals affiliated with foreign agents,” the deputies’ letter notes.
