RBC and RIA Novosti: the government proposed introducing mandatory consular registration for all Russians living abroad

The Cabinet of Ministers approved a new concept of migration policy, according to which all Russians living abroad will be required to register with consulates. The document was at the disposal of RBC and RIA Novosti.

The norm is expected to come into force by June 20, 2025. Details of the initiative are not yet known.

“The expected result is that the concept of “citizen permanently residing outside the Russian Federation” is defined, and the legal status of this category of citizens is specified,” the document states.

The website of the Consular Department of the Ministry of Foreign Affairs states that Russian citizens living abroad have the right to register with the country's diplomatic missions. It is noted that this procedure is “purely voluntary” and “does not give rise to any legal consequences for the citizen.”
