Photos have appeared online where a man, himself dressed for the weather, is carrying a small child wearing only a diaper on his shoulders. At the same time, eyewitnesses report that the man also rubbed the child with snow.
«Based on the information identified on the Internet, the police of the city of Krasnodar initiated an inspection, during which the identities of the man and the child will be established, the condition of the minor will be checked, and a legal assessment will be given to the actions of this citizen,» the message says.
