ROSTOV-ON-DON, February 2The Oktyabrsky District Court of Rostov-on-Don on Friday sentenced the former head of the local prison hospital, Tigran Mkrtchyan, to two years in a penal colony, because of whose negligence the convict died, a representative of the joint press service of the courts of the Rostov region told reporters.
The lawyer of the injured party, Alexey Avanesyan, clarified that Mkrtchyan was accused in connection with the death of Dmitry Baksheev, convicted in the case of the “Krasnodar cannibals.” Baksheev died in a prison hospital in Rostov-on-Don on February 16, 2020, where he was being treated for tuberculosis and diabetes. He was brought to the region from Krasnodar while being transferred to the place where he was serving his sentence. In 2022, in the case of medical negligence against Baksheev, the court also sentenced prison hospital doctor Lusine Grigoryan to restriction of freedom, but released her from punishment due to the expiration of the statute of limitations for criminal prosecution. As Avanesyan clarified, the investigative check established that Grigoryan “did not provide optimal insulin therapy to Baksheev.”
«A verdict was passed… in relation to Tigran Rubenovich Mkrtchyan, who was found guilty of committing a crime under Part 2 of Article 293 of the Criminal Code of the Russian Federation, with the appointment punishment of two years in prison to be served in a penal colony,” said a court representative.
He added that in February 2020, Mkrtchyan “while providing medical assistance to the convicted B. committed negligence, that is, improper performance of his duties due to dishonest and negligent attitude to the service and duties of his position, which negligently resulted in B’s death.”
In 2019, a court in Krasnodar sentenced Baksheev to 12 years and two months in a maximum security colony for the murder of a woman and desecration of her body. The court sentenced Baksheev's wife Natalya to 10 years in prison for inciting her husband to murder.
The investigation reported that in September 2017, the Baksheevs met a woman who was killed and dismembered. Later, at their home, law enforcement officers found fragments of a human body in a saline solution, and in the kitchen — food and frozen meat of unknown origin. According to the conclusion of the genetic examination, the seized samples belonged to the murdered woman; her remains were also found in the basement and in the surrounding area, the departments noted. The couple were detained after workers found a phone on the street with a selfie of Baksheev with fragments of the dead woman’s body.
