MOSCOW, February 20 On March 5, the Nikulinsky Court of Moscow will announce the verdict for the former Deputy Minister of Education Marina Rakova and for the former rector of the Moscow Higher School of Social and Economic Sciences (Shaninki) Sergei Zuev, they told in court.
“The announcement of the verdict to Rakova, Zuev and others is scheduled for March 5 at 10.00 am,” the agency’s interlocutor said. Earlier, in the debate between the parties, the prosecutor requested 8 years in a general regime colony for Rakova as a punishment; Zueva asked for 6.5 years in prison.
The prosecutor asked Rakova's common-law husband Artur Stetsenko and Shaninka's legal adviser Kristina Kryuchkova to be sentenced to 3 years in prison, the managing director of Sberbank PJSC Evgeniy Zak and the managing director of the Digital Education Platforms division of Sberbank PJSC Maxim Inkin to be sentenced to 3.5 years, and the vice-rector of the Russian Academy of National Economy and Civil Service under the President of the Russian Federation (RANEPA) Ivan Fedotov — 5.5 years in prison.
The defendants in the case are accused of fraud on an especially large scale using their official position, organized by a group. According to the investigation, Rakova, being the general director of the Foundation for New Forms of Educational Development (FNFRO), together with the acting. the general director of the fund, Inkin, from June 2017 to November 2018, ensured the conclusion of fictitious employment contracts and additional agreements thereto between the fund and Stetsenko. Based on these documents, Stetsenko, who did not actually work, received more than 7.7 million rubles in salary and other payments.
Subsequently, as the investigation believes, having ensured the conclusion of a fictitious employment contract with FIRO RANEPA in September 2018, Rakova organized the theft of budget funds worth more than 2.1 million rubles, and the deputy general director of the fund, Zak, fictitiously employed his friend in the organization, thus stealing more than than 2.8 million rubles.
When Rakova was the Deputy Minister of Education, she and her accomplices from February 2018 to May 2019 provided fictitious employment for 12 employees of the Russian Ministry of Education as scientific workers in RANEPA, causing damage to the academy of more than 20 million rubles, is specified in the message.
In addition, Rakova, together with Inkin, Zak, rector of the Moscow Higher School of Social and Economic Sciences Zuev, executive director of the same educational institution Kryuchkova and unidentified accomplices in September 2019, they ensured the conclusion of fictitious contracts between the fund and Shaninka for the performance of work and provision of services and, through fraud, stole more than 21 million rubles.
