ROSTOV-ON-DON, March 21 The court of the city of Azov in the Rostov region ordered administrative arrest for two days to a resident of the village of Samarskoye, Yuri Ishchenko, for hooliganism committed on 15 March during elections at a polling station, reported the joint press service of the regional courts.
“By a resolution of the Azov City Court of the Rostov Region dated March 17, 2024, Ishchenko… was sentenced to administrative punishment in the form of administrative arrest for a period of two days,” the message says.

According to a source in law enforcement agencies, we are talking about a man detained for covering ballot papers with green paint.

The regional investigation department of the Russian Federation previously opened a criminal case against a resident of the Rostov region, born in 1962, who poured brilliant green into a ballot box at one of the polling stations in the Azov region. His actions were qualified under Article 141 of the Criminal Code of the Russian Federation (obstruction of the exercise of electoral rights or the work of election commissions).
According to the press service of the courts, on March 15, Ishchenko was at polling station No. 120 in the village of Samarskoye, Azov district, Rostov region. There, “expressing clear disrespect for society,” he used obscene language and disobeyed police officers. The court in Azov qualified Ishchenko’s actions under Part 2 of Article 20.1 of the Code of Administrative Offenses of the Russian Federation as petty hooliganism.
Meanwhile, the Investigative Committee of the Russian Federation for the Rostov Region continues to investigate against this man a criminal case of obstruction of the exercise of electoral rights or the work of election commissions.
