The Ministry of Internal Affairs has proposed tightening the requirements for the stay of foreigners in Russia, said ministry spokeswoman Irina Volk. The bill has been submitted to the government, but the text has not yet been posted on the government website of draft regulations.
According to a retelling from Volk, the amendments involve collecting biometrics from foreigners upon entry into Russia and reducing the period of stay in the country to 90 days within of the year.
The decision on the expulsion of foreigners, in addition to the courts, will also be able to be made by “authorized federal executive bodies out of court as a measure of state coercion.” It is likely that such powers will be given to the police themselves.

Along the way, the Ministry of Internal Affairs proposed creating “registers of employers and foreign workers” and creating a “digital profile” for each foreigner. Currently, for citizens of countries with which Russia has a visa-free regime, the “90 out of 180” rule applies. According to it, a person can spend no more than 90 days out of the last 180 days in the country. Mandatory biometrics are provided for foreigners who came to Russia to work or have already spent more than 90 days. They are also required to undergo tests for HIV, infections and drug use soon after entry.
Export from the country is now provided only as a punishment for foreigners under a number of administrative articles. For example, about violation of migration legislation (Article 18.8 of the Administrative Code). It was on this basis that after the terrorist attack in Crocus, the courts made decisions on the expulsion of foreigners as a result of mass raids. At the same time, the Ministry of Internal Affairs, the FSB and a number of other departments can now make a decision on the “undesirability of the stay” of a foreigner, after which he himself must leave the country.
