MOSCOW, April 4 The volume of Russian public debt in 2023 increased by 2.775 trillion rubles compared to 2022, amounting to a total of 25.595 trillion rubles, or 15% of GDP, says the analytical note of the Accounts Chamber on the progress of execution of the federal budget for 2023.

“Public debt increased by 2,775.7 billion rubles, or 12.2%, and amounted to 25,595.2 billion rubles, or 15% of GDP, while domestic debt increased by 2,031.8 billion rubles, or 10 .8%, and amounted to 20,812.8 billion rubles, external debt in foreign currency decreased by 4.09 billion US dollars (in ruble equivalent increased by 743.9 billion rubles), or by 7.1% (18.4% ), and amounted to 53.3 billion US dollars (4,782.4 billion rubles),” the document says.


Last year, Deputy Minister of Finance Irina Okladnikova reported that the Ministry of Finance would increase the volume of public debt in the current conditions, but plans to remain within the established 20% of GDP. Finance Minister Anton Siluanov noted in March of this year that the Russian government debt is small, but the costs of servicing it are large.

“The increase in the public internal debt of the Russian Federation, expressed in government securities of the Russian Federation, for 2023 is mainly due to the increase in the volume of public debt under OFZ-PD, OFZ-PK and OFZ- IN. At the same time, the structure of the state internal debt has not changed significantly,” notes the control agency.
According to the analytical note of the Accounts Chamber, the cost of servicing the national debt in 2023 exceeded by 205 billion the approved figure in the budget law for 2023-2025 and amounted to 1.724 trillion rubles. This is also 393.6 billion rubles more than expenses for 2022.
