Deputy Khovanskaya urged not to use preferential mortgages in new territories: saboteurs will take advantage

“These comrades will cause us a lot of problems in the future.”

Preferential mortgages should absolutely not be used in new regions for security reasons. This opinion was expressed by deputy Galina Khovanskaya at a meeting of the commission on housing and communal services under the Council of Legislators, which takes place on April 25-26 in St. Petersburg. Khovanskaya believes that supporters of the Kyiv regime can take advantage of the housing loan.

— In new territories it is strictly forbidden to provide housing with a mortgage. This preferential mortgage will be played by comrades on the other side. These comrades will cause us a lot of problems in the future. They will be the owners, and they will be implemented legally, — stated Khovanskaya.

Galina Khovanskaya considers rented houses for social use to be a suitable option for new regions.

— We have been discussing this topic with [head of the State Duma Committee on Housing and Communal Services Sergei] Pakhomov for eight years, — reminded the deputy, — and only thanks to the president it was possible to introduce section 3.2 into the Housing Code. We said earlier that this is a very good standard for people with low incomes: doctors, teachers, public sector. These are people on the waiting list who have grown up over 25-30 years and can pay, but are forced to rent housing on the market, giving away almost all of their income.

According to Khovanskaya, rental houses will solve two problems at once: they will eliminate queues for housing and will keep the housing stock in the same hands.

— This housing stock is publicly owned. This may be a subject or municipality. This is a permanent resource for public authorities to solve the housing problem, — said Galina Khovanskaya.

She explained that such housing would be suitable for people who are not low-income and can rent an apartment at cost.

— We will provide them with jobs, they will have decent paid work. They will be able to pay for housing at cost practically and not rent on the private housing market. That is, the price is also regulated by public authorities. This is also an important point. You can live there, if you don’t get rich and become an oligarch, for as long as you need. But such housing cannot be privatized. The rental house is under the same management, — explained the parliamentarian.

Galina Khovanskaya is confident that this scheme for providing apartments will solve another pressing problem: with meetings of owners. There is no need to hold any general meetings in rented houses. After all, all the inhabitants of such a high-rise building will live in it under a social tenancy agreement.

— Management functions become much simpler, decision making is much easier. There is not a single plenary meeting where the question does not arise: how can we find out the opinion of citizens? How to hold a general meeting? — Khovanskaya complained.

Finally, the format of rental houses will solve the problem of waiting lists. Now, if the queue is shrinking, it is only due to those who leave for another world, said Galina Khovanskaya.

— [Ombudsman Tatyana] Moskalkova has the most complaints about housing. Citizens should not wait until they are given three meters in the cemetery. The lines are being shortened by the dying, — concluded the deputy.
