The expert told where housing and communal services tariffs will increase the most

MOSCOW, May 1.Tariffs for utility services will increase in Russia against the background of planned indexation, which will begin on July 1, 2024, the lowest index in the country is set for Khakassia, and the highest for the Trans-Baikal Territory, in Moscow tariff indexation will be carried out within 11%, in St. – St. Petersburg – 9.8%, said Popular Front. In November 2023, the government approved an index of changes in the amount of fees paid by citizens for utility services on average for the constituent entities of the Russian Federation for 2024, as well as maximum permissible deviations for individual municipalities from the value of these indices for the period until 2028. The planned indexation of utility tariffs will occur from July 1, 2024. The last time utility tariffs increased was in December 2022.

“In 2024, tariff indexation is provided in the range from 4 to 15%. The lowest index is set for the Republic of Khakassia, and the highest for the Trans-Baikal Territory. In Moscow, tariff indexation will be carried out within 11%, in St. Petersburg – 9.8 %, in the Moscow region – 10.7%, and in the Leningrad region – 10.2%,” said Blinkova.

She noted that in Crimea, Mari El, Komi and Yakutia, as well as for the Primorsky and Khabarovsk territories, Kursk, Novosibirsk, Rostov and Samara regions, tariffs will increase by no more than 9, 5%, and within 10% an increase in tariffs is provided for the Vladimir, Kaluga, Oryol, Smolensk and Tambov regions.
“It is worth noting that the indices regulate payments only for utility services (electricity, water supply, gas supply). They do not affect changes in tariffs for the maintenance and repair of housing, since decisions to change payments for these services are made by regional authorities or the residents themselves, and in any period of time, from the beginning of the year or another date and by other values,” Blinkova explained.
< br />According to her data, the calculation and establishment of tariffs and standards for utility services is carried out by state authorities of the constituent entities of Russia.

“Thus, in different regions and even in different settlements of the same region, utility fees may vary, be higher or lower than the index of changes in the average amount of utility fees for the subject, but it is not allowed to increase the amount of utility fees above the maximum ( maximum) indices, with the exception of cases where increasing coefficients are used,” the expert explained.
She recalled that the factors influencing the adjustment of indexation parameters are indicated in the Forecast of the socio-economic development of the Russian Federation for 2024 and for the planning period of 2025 and 2026, developed by the Russian Ministry of Economic Development. According to her, these factors include additional indexation of gas prices for all consumers, including the population, additional indexation of electricity transmission tariffs, as well as additional indexation of electricity tariffs for the population.
“Taking into account the influence of these factors on the costs of resource supply organizations in the areas of heat, water supply and sanitation, the share of costs for electricity and gas supply in the total payment for utilities, the indexation of citizens' payments for utilities, according to calculations of the Ministry of Economic Development of Russia, will be : in 2024 – 9.8%, in 2025 – 5.7%, in 2026 – 4%,” Blinkova cited.
