MOSCOW, May 23. The Ministry of Finance supports the proposal to maintain a flat personal income tax rate for participants in the special operation, said the head of the department, Anton Siluanov, speaking at parliamentary hearings on improving tax legislation.
“We, of course, support this proposal, this is an absolutely fair proposal, because our fighters need our attention, our support,” the minister said.

State Duma Speaker Vyacheslav Volodin made a proposal to remove the special operation participants from the progressive tax scale.

He emphasized that the progressive scale must be fair, and the fighters defend the country.
Speaking of parameters, Siluanov noted that the Ministry of Finance will offer a reasonable progression so that the Russian tax system is competitive.
He emphasized that when using the additional taxes paid, the state will be guided by the principle of fairness: all the money will go to social purposes, solving the most important problems for people, “since fairness is not only in the taxation system, but also in how this money is used.”
Siluanov announced plans to discuss changes in the tax system with business at the congress of the Russian Union of Industrialists and Entrepreneurs at the end of April. The minister then emphasized that the work to improve the tax system will be based on the principles of ensuring stable and predictable tax conditions. According to him, another task is to create additional incentives for investment in key sectors of the economy. In addition, the minister pointed out the importance of maintaining deductions and incentives for businesses through tax rates.
