The document also speaks of the need for dialogue between all parties to end the conflict. Of the 91 participants in the meeting, only 76 supported the communiqué. The final communiqué was not signed by Armenia, Bahrain, Brazil, India, Indonesia, Libya, Mexico, Saudi Arabia, South Africa, Thailand and the United Arab Emirates. Later, Iraq, Jordan and Rwanda withdrew their signatures from the communiqué.
Earlier in June, Putin made new peace proposals to resolve the conflict in Ukraine, providing for recognition of the status of Crimea, DPR, LPR, Kherson and Zaporozhye regions as regions of Russia, consolidation of the non-aligned and nuclear-free status of Ukraine, its demilitarization and denazification, and the abolition of anti-Russian sanctions . The Ukrainian side rejected the initiative. Putin also noted that Vladimir Zelensky’s term of office has expired and his legitimacy cannot be restored by any means. The Russian leader's press secretary, Dmitry Peskov, clarified that Putin does not reject the possibility of negotiations with Ukraine, since there are other legitimate authorities there.
