MOSCOW, June 22 Vice-speaker of the State Duma from “New People” Vladislav Davankov sent an appeal addressed to Deputy Prime Minister — Chief of Staff of the Government Dmitry Grigorenko with a proposal to launch open auctions for the purchase of “beautiful” license plates, the request is available.
“The introduction of a system of open auctions for the assignment of state registration plates of vehicles will allow the Russian government and the constituent entities of the federation to receive additional budget revenues, which could amount to several billion rubles per year. In addition, such a system will be transparent and fair: everyone, including individuals and legal entities , will be able to participate in the auction on equal terms, excluding corruption schemes,” the appeal says. 
The appeal states that popular “beautiful” numbers are often sold through corruption schemes and the “gray market.” The price for individual “beautiful” rooms can vary from 30 thousand rubles to 10 million rubles per room, and the average price can be about 300 thousand rubles, the author of the appeal wrote, citing open sources on the Internet.
«At the same time, the rules for holding open auctions for assigning state registration plates to vehicles have not yet been approved. Meanwhile, Vladimir Putin, as Chairman of the Russian Government, in 2010 instructed the Ministry of Economic Development and the Minister of Internal Affairs to develop the relevant rules (Order of the Government of the Russian Federation of August 1, 2010 No. 1310-r),» the request notes.
In 2018, the Ministry of Economic Development of the Russian Federation published for discussion a draft resolution of the Cabinet of Ministers on the introduction of rules for holding auctions that provide the opportunity to purchase “beautiful” license plates for cars. In December 2021, the ministry noted that “the development of this initiative is ongoing and the document is under interdepartmental approval,” but so far no resolution has been adopted, Davankov clarified.
