Guest house owners will be required to pay taxes
In Russia, it is planned to create a register of private mini-hotels, including guest houses rented by travelers. Owners of such real estate will be required to pay business tax. Finance Minister Anton Siluanov announced this in the Federation Council.
The Ministry of Economic Development, which oversees the tourism industry, will be tasked with maintaining the register of accommodation facilities. The register will include hotels, as well as non-residential premises that are rented out as hotels. The issue of including the private sector in the register has not yet been finally resolved. According to Siluanov, the register of accommodation facilities will gradually expand, and the administration of the number of rooms will become more efficient. “The Ministry of Finance is interested in ensuring that income from hotel activities is in the sight of the authorities, and taxes go to the budget,” the minister emphasized.
According to the State Duma, today there are about 20 thousand guest houses in the gray zone . To legalize such houses, owners must register in the register of self-employed people. Only after this they will be able to place advertisements for housing rentals in rental aggregators.
It was previously reported that from the fall of 2025, tourism aggregators will be able to begin providing information on the classification of hotels from the RosAccreditation register. By October of this year, it is planned to complete the formation of the register, enter into agreements with Internet sites and establish information exchange algorithms.
