MOSCOW, July 12 Russian President Vladimir Putin signed a law on changing the main parameters of the Russian federal budget for the current year, increasing its expenses by 522 billion rubles, and deficit — up to 1.1% of GDP. The corresponding document is posted on the portal for the official publication of legal acts.
The law increases the total volume of federal budget expenditures for 2024 by 522 billion rubles — to 37.182 trillion rubles, while revenues decrease by 3 billion rubles — to 35.062 trillion rubles. As a result, the budget deficit is now planned at 2.12 trillion rubles (1.1% of GDP). The current budget law provides for a deficit of 1.595 trillion rubles (0.9% of GDP). 
At the same time, the upper limit of public internal debt increases to 26.68 trillion from 26.637 trillion rubles, and external debt decreases to 63 billion dollars (or 56.7 billion euros) from 64 billion dollars (or 57.6 billion euros). The projected volume of NWF funds at the end of 2024 increases by 319.7 billion rubles — up to 11.51 trillion rubles (6% of GDP).
New characteristics of the country's budget for the current year were approved based on the updated forecast for GDP and inflation, which increase respectively to 191.437 trillion from 179.956 trillion rubles and to 5.1% from 4.5%. The increase in budget expenditures this year is associated, in particular, with the implementation of the President's message to the Federal Assembly — by 159 billion, as well as individual instructions of the President and Prime Minister — in the amount of 179 billion rubles.
In particular, as Minister of Finance Anton Siluanov noted, the exemption of regions from repaying two-thirds of the debt on budget loans that accrued as of March 1 of this year has been taken into account. The regions will be able to use these funds to develop infrastructure, investment projects or their own economies.
