MOSCOW, July 12 President Vladimir Putin signed a law introducing a progressive scale of personal income tax from 2025, follows from a document on the website of the official publication of legal acts.
As part of improving the fiscal system, the law introduces a five-level income tax scale in the Tax Code.

If the annual income does not exceed 2.4 million rubles, then the base rate remains at 13 percent. Then it increases: to 15 percent for income up to five million rubles a year, 18 percent for income up to 20 million, 20 percent for income up to 50 million, and income above this amount will be taxed at a rate of 22 percent. The increased tax will not have to be paid on the entire amount, but only on the excess.
The innovation will not affect payments to participants in the special operation, as well as northern bonuses.
Nothing changes for the self-employed either: the current tax rates on professional income remain unchanged. In addition, the same personal income tax taxation of transactions with digital financial assets and securities is provided (for income up to 2.4 million rubles per year — 13 percent, above this amount — 15 percent).
In addition, the income limit, up to which standard personal income tax deductions can be applied, will increase from 350 to 450 thousand rubles. At the same time, tax deductions are doubled: for the second child — up to 2,800 rubles, for the third and each subsequent child — up to six thousand rubles. For citizens who pass the GTO standards and undergo an annual medical examination, a deduction in the amount of 18 thousand rubles per year is introduced.
The principle of paying a fixed personal income tax for Russians who own controlled foreign companies (CFCs) is also changing. When choosing this mode, you do not need to declare income. Currently, a fixed tax is paid in the amount of five million rubles, regardless of the number of companies owned by such a person. Now those who have no more than five CFCs will pay five million for each, and for owners of a larger number of companies a single fixed payment of 25 million rubles is being introduced, regardless of their number.
If in relation to a foreign organization or its If the controlling person is subject to sanctions from foreign states, due to which forced external management is introduced in it, then this person will have the right to notify the tax authority of the termination of participation in such a CFC.
The law, which contains other changes, comes into force on the date official publication, with the exception of provisions for which other deadlines are established.
