MOSCOW, July 12 Russian President Vladimir Putin signed a law providing for an annual indexation of excise tax rates on motorcycles, cars and motor fuels by 4% in the next three years . The document is posted on the website of the official publication of legal acts.
The law introduces changes to the Tax Code aimed at improving the tax system of the Russian Federation, including in terms of excise taxes.
< br />The excise tax rate on fifth-class motor gasoline for 2025 is set at 15,755 rubles per ton, for 2026 — 16,385 rubles, for 2027 — 17,040 rubles; for lower class gasoline — 16,185 rubles, 16,832 rubles and 17,505 rubles, respectively; for diesel fuel — 10,915 rubles, 11,352 rubles and 11,806 rubles.
The excise tax on motor oils for diesel and (or) carburetor (injection) engines is set for 2025 in the amount of 6,940 rubles per ton, for 2026 — 7,218 rubles, for 2027 — 7,507 rubles.
For motorcycles with an engine power over 150 horsepower, the excise tax in 2025 will be 583 rubles per horsepower, in 2026 — 606 rubles, in 2027 — 630 rubles.
For passenger cars with engine power over 90 horsepower and up to 150 horsepower inclusive, the excise tax for 2025 will be 61 rubles per horsepower, for 2026 — 63 rubles, for 2027 — 66 rubles; up to 200 horsepower inclusive — 583 rubles, 606 rubles and 630 rubles, respectively; up to 300 horsepower inclusive — 955 rubles, 993 rubles and 1033 rubles; up to 400 horsepower – 1628 rubles, 1693 rubles and 1761 rubles; up to 500 horsepower inclusive — 1685 rubles, 1752 rubles and 1822 rubles.
For more powerful cars, the excise tax will be 1,740 rubles, 1,810 rubles and 1,882 rubles, respectively.
The law, which contains other changes, comes into force on the date of official publication, with the exception of provisions for which other deadlines are established.
