A model of a unified climate policy for the BRICS countries was proposed at the Archipelago

MOSCOW, July 15 Experts from the design and educational intensive “Archipelago 2024” have proposed a target model for a unified climate policy of the BRICS countries, the press service of the Agency for Strategic Initiatives (ASI) reports.
They discussed approaches to the formation of a single carbon market for the BRICS countries and a target model for a single climate policy for the BRICS countries. The discussion was organized by the Agency for Strategic Initiatives in partnership with the RSPP Committee on Climate Policy and Carbon Regulation and the Andrey Melnichenko Charitable Foundation.

«This year, Russia is presiding over BRICS. This opens up new opportunities for scaling cooperation between the countries of the association in the field of climate. The BRICS countries account for about 33% of the global potential of climate projects in natural ecosystems. The countries' approaches to the development of international climate regulation are in many ways similar — the countries associations are interested in ensuring that the fight against climate change does not contradict the priorities of their socio-economic development. We see great prospects for creating a common market mechanism for trading the results of voluntary climate projects implemented in all countries of the association,” said Maxim Evdokimov, director of the Ecology Division of ASI. , his words are quoted by the press service.

He added that the BRICS single voluntary carbon market will ensure the recognition of Russian carbon units, attract financing to Russian climate projects, and also carry out subsequent integration with the future Paris Agreement market.
During the discussion, experts noted that implementation requires not only the formation of a target model of a single carbon market of the BRICS+ countries, but also the creation of its common integrated infrastructure, as well as ensuring mutual recognition of climate projects implemented in the BRICS+ countries.

“For Russia, the single market of the BRICS countries is a matter of ensuring confidence in Russian climate projects and a source of demand for Russian carbon units. In our country, according to expert estimates, the potential of effective climate projects is up to 400 million tons of carbon dioxide equivalent of issued carbon units per year. For for a number of other BRICS countries, the common voluntary market is an opportunity to fulfill their national climate obligations partly through the purchase of inexpensive carbon units, without excessively burdening their own economies,” the press service quotes the head of the staff of the RSPP Committee on Climate Policy and Carbon Regulation, Tatyana Larionova.

According to her, it is important to work together with BRICS partners to formulate a roadmap for the creation of a common voluntary carbon market in the near future. The target point of such a roadmap should be the creation of a single registry of BRICS+ carbon units. The registry is an ecosystem that includes common standards and methods for climate projects, a pool of accredited validators and verifiers, as well as the infrastructure for issuing and circulating carbon units.

It is noted that the speakers of the session agreed that the national carbon markets of the BRICS+ countries are currently at different stages of development, so the creation of a single market will require extensive coordination and large-scale cooperation, as well as deep expert and analytical support.
In addition, as part of the design session, the participants formulated proposals for integration into the Federal Project «Low-Carbon Development».
