MOSCOW, July 18The Russian environmental operator proposed using funds received from environmental fines to purchase garbage cans and attracting regional operators to create container sites, the company’s press service reported.
«»The Russian environmental operator has prepared proposals aimed at eliminating the shortage of container sites in the regions. The company proposes to use funds received from environmental fines for the purchase of containers, and also to involve regional operators for the removal of solid municipal waste in the creation and maintenance of container sites waste (MSW),» the message says.
As the company notes, this is currently being done by local governments, which often do not have the funds to create and maintain sites. REO sent proposals to the Ministry of Natural Resources of the Russian Federation, FAS Russia and the Federation Council.
«To create a circular economy and achieve the goals of the reform, it is necessary to develop a system of separate waste accumulation, but without the creation and regular updating of container sites and a container fleet, this is impossible to imagine. With containers, the issue has generally been resolved … Regarding the sites, the problem remains — municipalities often simply do not have the money to create them,” the press service quotes the company’s general director Denis Butsaev.
The “garbage” reform began in Russia on January 1, 2019. The key task of the REO, created in the same year, is to oversee the reform and form a comprehensive system for the management of municipal solid waste in Russia.
