Earlier, law enforcement agencies reported that Bulgakov lobbied for the interests of JSC Gryazinsky Food Plant, using his official position, and the Investigative Committee opened a case against the plant's management.
The FSB and the Investigative Committee reported on Friday that Bulgakov was arrested under corruption case. He was responsible for the logistics of the Russian Armed Forces in the Ministry of Defense. He was appointed Deputy Minister of Defense on July 27, 2010. In September 2022, he was relieved of his post due to transfer to another job.
