The Primorsky Krai authorities have formed a «Tiger-Law and Order» unit from former participants in the Russian invasion of Ukraine. This was reported by Governor Oleg Kozhemyako.
According to the head of the region, the former military will patrol the streets of Vladivostok together with police officers and Russian National Guard fighters. A total of 300 people were recruited for the unit.
«There are many very visiting citizens who, perhaps, do not quite understand our rules of decency and who need to be put in their place a little if they do not comply with the rules of conduct in the city… That is why we decided to create such an organization from among military personnel,» said Kozhemyako.
As stated in the story of the regional channel «Vesti Primorya», the «Tiger-law and order» detachment will be led by police lieutenant colonel Dmitry Mun. Journalists from «Important Stories» note that until 2017, the security officer was the head of the department for solving crimes against the person of the criminal investigation department of Vladivostok.
In this post, Moon investigated the murder of Galina Kolyadzinskaya. The girl’s body was never found, and the court found Vladivostok resident Viktor Cohen guilty of her death. In August 2015, the man was sentenced to 9 years and 10 months in a maximum security colony.
According to investigators, Cohen dismembered Kolyadzinskaya’s body in the bathroom and then burned her remains in the forest. The defense of the convicted person pointed out that the security forces not only failed to prove the man’s guilt, but also the fact of the murder itself. The only evidence of Cohen's guilt was his confession. He later said that a confession was forced out of him under torture.
“One person held me from behind so that I wouldn’t twitch. The other two people held my legs. Dmitry Moon, the head of this department, hit me on the head. He hit me with the open palm of his right hand. He was in charge of this entire event. He had two black plastic bags. He tightened them behind my back in the neck area and blocked the access to oxygen. Sometimes I almost lost consciousness, sometimes I lost consciousness for five to ten minutes,” Cohen said about the torture.
