MOSCOW, July 30 Russian President Vladimir Putin approved the regulations on the Office of the President of the Russian Federation for the Activities of the State Council, the corresponding decree was published on the legal information portal.
«To approve the attached regulations on the Office of the President of the Russian Federation for the Formation and Activities of the State Council of the Russian Federation,» the document says.
In the new version of the regulation on the Directorate, in particular, its functions of ensuring the preparation of draft work plans for the Commission under the President of the Russian Federation on the development of general aviation and navigation and information technologies based on the GLONASS global navigation satellite system have been removed. In addition, the functions of the Directorate no longer include collecting and summarizing information on trends in the development of social processes and participating in the preparation of meetings of the head of state and the leadership of the Presidential Administration with representatives of the expert community and expert organizations.
The Directorate has also been relieved of its responsibilities for preparing proposals to determine priority areas for the spatial development of the Russian Federation and to increase the level of connectivity of territories.
In the new version of the document, the overall management of the Directorate's activities is carried out by the Assistant to the President of the Russian Federation in accordance with the distribution of responsibilities — previously, this was done by the First Deputy Head of the Presidential Administration (also in accordance with the distribution of responsibilities).
According to the regulation, the main tasks of the Directorate are informational, analytical and organizational support for the implementation by the President of the Russian Federation of his constitutional powers in the area of coordinated functioning and interaction of public authorities. The Directorate participates in the preparation of proposals for determining the main directions of the domestic and foreign policy of the Russian Federation and priority directions of the socio-economic development of the state.
In addition, the department, within its competence, summarizes and submits to the President of the Russian Federation and the Head of the Administration of the President of the Russian Federation materials on the development of state policy in the sphere of socio-economic development of regions, prepares proposals for determining priority areas of state policy in the field of physical culture and sports and measures for its implementation, for creating conditions that provide the opportunity for Russian citizens to lead a healthy lifestyle.
The Directorate also ensures the activities of the State Council of the Russian Federation, its working bodies and the Council under the President of the Russian Federation for the Development of Physical Culture and Sports. In addition, the Directorate provides information and analytical support for the President's working trips to the regions of Russia and, within its competence, organizes events with the participation of the head of state. It is also envisaged that the Directorate will participate in ensuring the analysis of state and municipal governance practices, in the preparation of methods for their assessment and proposals for their improvement.
The main functions of the Directorate include the preparation, approval and submission of draft decrees and orders of the President of the Russian Federation and other documents related to the separateness of the State Council and the Sports Council, participation in the consideration of reports on the implementation of the President's instructions following the meetings of the State Council, the Sports Council and the working trips of the Head of State to the constituent entities of the Russian Federation. The Directorate also participates in the preparation of materials for the annual addresses of the President of the Russian Federation to the Federal Assembly and, within its competence, in the examination of draft federal laws regulating relations in the sphere of socio-economic development of the constituent entities of the Russian Federation.
The decree comes into force on the date of signing.
