The process of entry into force of new laws and administrative rules does not know the period of vacations and vacation breaks. So in the last month of summer, Russians will experience many innovations that will affect many social groups. Legislative surprises — pleasant and not so pleasant — are prepared for working pensioners and university applicants, recipients of child benefits and bank borrowers, applicants for inheritance and those wishing to visit the Promised Land… All the details of the upcoming changes are in the comments of MK experts.
From August 1, there will be a recalculation of insurance pensions for pensioners who worked last year. It will be self-declaring, that is, you do not need to specifically apply for it. This measure will affect recipients of old-age, disability, and survivor's insurance pensions, if employers charged insurance contributions for them last year. The increase in pensions for working pensioners depends on a person's salary: the higher it is, the greater the increase. But the maximum increase cannot exceed three pension coefficients. Moreover, the cost of the coefficient depends on the year in which the citizen applied for a pension. In 2024, one pension coefficient costs 133.05 rubles.
«The advantages of the upcoming recalculation include the fact that pension indexation allows us to partially compensate for the impact of inflation on pensioners' incomes. Given the current fairly high level of inflation (over 9% year-on-year), increasing pensions is an important step to preserve the purchasing power of older people. In addition, automating the recalculation process simplifies the lives of pensioners, eliminating the need to submit applications and confirm their income.
But the disadvantage is the small amount of the increase. The maximum increase of 399.15 rubles per month may seem insignificant, especially for those who continue to work and earn money. This limitation may cause discontent among working pensioners. Obviously, not all pensioners receive the same benefit from the recalculation, since the increase is limited to three pension coefficients, regardless of the points actually earned.»
Pensioners who previously worked in the coal industry and flight crew members will receive an increase in pensions from August, the amount of which will depend on their length of service. Pensions will also increase for those pensioners who turned 80 in July: the fixed payment will double, from 8,134.88 rubles to 16,269.76 rubles. This payment is set automatically — according to the Social Fund.
«As for former flight crew members and coal industry workers, we are talking about targeted additional payments that are assigned upon a certain length of service in the positions listed in the law. It is important that retirement occurs from the position that gives the corresponding right to an additional payment. Additional payments to former miners are especially important in today's conditions. They are intended primarily for residents of the new regions of the Russian Federation — in particular, Donbass, known throughout the world for its coal mines. Therefore, this will be a good addition for pensioners of the new Russian territories who dedicated their working lives to coal mining.
Russian citizens who have reached the age of 80 make up approximately 4% of the country's population. And for them, such an increase in payments from the state is extremely important. At least because they need more money for medicine and for help around the house. After all, age does not allow them, as a rule, to earn extra money themselves.»
From August 1, the ban on gasoline exports, which was temporarily lifted in previous months, will come into effect again. According to government statements, this is being done to ensure the domestic fuel market. At the end of July, retail gasoline prices in Russia are at a historical maximum, exceeding the peak set in September last year. In July, the average price of a liter of AI-92 exceeded 52 rubles for the first time, and AI-95 — 57 rubles.
«The reintroduction of gasoline exports is necessary to regulate fuel prices, which jumped this summer. After sowing, demand fell slightly due to the holiday season, which many Russians spend traveling by car around Russia and to neighboring countries. This is where the imbalance between supply and demand comes from. In our opinion, the domestic tourism factor was not taken into account when the ban was lifted at the end of May, and this mistake will be corrected by the adopted measure. It is noteworthy that the ban does not apply to the Customs Union countries. Countries such as Georgia and Turkey will be the first to «suffer». After prices on the domestic market normalize, a second lifting of the ban is possible — to resume exports.»
From August 1, owners of digital rubles will be able to leave testamentary dispositions for assets in digital rubles. Testamentary dispositions are a separate type of will, according to which you can leave money in deposits and accounts as an inheritance. Such a document is drawn up in the bank where a specific account is opened. Digital rubles, as in the case of ordinary money, heirs will be able to receive before the expiration of six months from the date of opening of the inheritance. However, these funds are allowed to be used exclusively for organizing funerals.
«Digital rubles are one of the forms of money, along with cash and non-cash. And from August 1, the same inheritance law rules will apply to it as to others. It cannot be said that Russians actively use the opportunities for managing their property that testamentary procedures open up. For example, last year 560 thousand wills were drawn up, and the year before — 578 thousand. That is, about 4 Russians out of a thousand draw them up.
Testamentary dispositions are, as it were, clarifications of the current will, formulated later. Let's say that a document certified by a notary sets out certain conditions for the distribution of the existing property. However, over the years, the financial situation of the testator may change. In this case, he can purchase a banking product, for example, open a deposit or savings account, leaving a separate testamentary disposition regarding the money in them, which will have priority over the earlier will.
The funds that are provided for by the testamentary disposition can be used for any purpose by withdrawing them from the account. However, the heir receives access to them no earlier than 6 months after the date of death of the testator. An exception is funeral expenses — for these, the notary can allocate the necessary amount from the account before the expiration of the term.
Starting from August 5, new requirements will be imposed on the work of financial institutions. They will be obliged to record audio interactions with debtors and notify bailiffs about the availability of the necessary equipment.
Also, financial institutions that deal with the return of overdue loans will be obliged to store information and documents about debtors for three years.
«Quite often, collectors use foul language, threats to the life, health, property of the debtor or his relatives in telephone conversations. This is contrary to the law, moreover, it is a direct violation of it. Mandatory audio recording disciplines collection agencies and forces them to act within the law. In addition to audio, they will have to record all text, voice and other messages during communication with the debtor. At the request of the debtor, who believes that his rights have been infringed, these files can be used in court. The debtor can also appeal the illegal actions of the collector through the Federal Bailiff Service, Rospotrebnadzor, the Central Bank of the Russian Federation, the Prosecutor General's Office. And these bodies will be able to request files from creditors or collectors as evidence.»
Starting from August 5, the Cabinet of Ministers changed the rules for the appointment and payment of a single allowance for a child under 17 years of age. This type of state support can be assigned at the place of temporary registration or at the place of actual residence of the applicant without providing a document confirming the address of residence.
If the benefit was previously assigned in another region, then specialists must find out where the applicant pays taxes on their income, receives a pension or unemployment benefit, or where the disabled child they are caring for lives. If it turns out that it is not in this subject of the Federation, the applicant will have to document their actual place of residence with a housing lease agreement, a certificate of the child's attendance at a kindergarten or school in this region.
The admissions period for Russian universities ends in August. This year, universities accept original documents until August 3, and enrollment orders are published from August 4 to 9. This applies to applicants who are admitted through the main competition and without benefits for budget places. Those who are admitted to a fee-paying place have until August 20 to choose a university.
