Regions of the country with the largest number of rapidly collapsing houses have been made public
Only 11% of multi-apartment dilapidated buildings in Russia have been evicted and are currently empty. The remaining 89% are occupied by people. In total, there are more than 82 thousand of them in the country. The largest number of housing recognized as dilapidated and subject to demolition or reconstruction is in Yakutia (5,079 houses), Arkhangelsk Region (5,023) and Karelia (4,723 houses). The smallest number is in Ingushetia (27 houses), Tuva (40) and Karachay-Cherkessia (42 houses).
The figures were provided by the first deputy chairman of the State Duma Committee on Construction and Housing and Public Utilities, Vladimir Koshelev.
The largest number of emergency housing in Yakutia, Arkhangelsk Oblast and Karelia can be caused by various factors, including old construction, insufficient funding for repairs and maintenance, as well as climate features that can affect the condition of buildings, such as severe frosts or humidity, says Denis Podshivalenko, President of the Forensic Expert Chamber of the Russian Federation. — It is appropriate to talk about the wear and tear of not only the houses themselves, but also the water, heating and sewerage networks. Often, the wear and tear of utilities is more than 70%, so the problem is not only in resettling from emergency housing, but also in replacing the networks, and there is apparently no budget for this.
It is obvious that it is not safe to live in emergency housing: collapses, fires, gas leaks, etc. are possible. To ensure the lives of people, it is necessary to check the condition of buildings every day, regularly diagnose and change gas equipment. And tragic situations that happen quite often confirm the statistics and concerns of specialists.
— Resettlement of residents from emergency housing takes a long time, given the large number of such facilities throughout the country. To speed up the process, the state must take measures to allocate additional funds for the reconstruction or demolition of emergency housing, the organization of temporary housing for residents and the improvement of the work of management companies, but the state does not have the funds for this now, — continues Denis Podshivalenko. — As for the residents themselves, they can also influence the acceleration of this process by inviting an independent forensic construction expert organization. The expert will record the emergency condition of the building in the conclusion, and on this basis, you can go to court with a class action lawsuit against the local administration if it does not act.
— In my opinion, the competent implementation of such an initiative will really improve the safety of living in emergency housing, — shares his opinion the managing director of the company «Metrium» Ruslan Syrtsov. — Unfortunately, the budget does not have enough funds for the rapid resettlement of such houses. Nevertheless, this problem is being consistently solved. For example, several years ago the country was acutely aware of the fate of defrauded equity holders, and now most of them have received the coveted keys.
— I really hope so. Active resettlement will probably occur within the framework of the implementation of integrated development projects for territories, which the Russian authorities support. In the meantime, people have to remain in difficult conditions, it is important to monitor possible threats in order to prevent emergency situations. This should be done by state-controlled management companies financed from the budget, and not at the expense of the owners, who are obviously limited anyway.
— The strictest. This is not the cheapest, but it is an effective way to preserve the problem until it is solved together with socially oriented business.
