YAROSLAVL, August 14 A criminal case has been opened after a child almost drowned in a flooded hole left by road services, the regional prosecutor's office reports.
The incident that took place in the city of Buy in the Kostroma region was reported in one of the Kostroma groups on the social network VKontakte. A subscriber said that his child almost drowned in a pit dug near the market that was filled with water. He noted that his son was saved by passers-by. In one of the photos, the man is almost up to his neck in water; subscribers reported that he pulled the boy's bicycle out of the pit. After this, the Kostroma Region Prosecutor's Office began an investigation.
During the inspection, according to the prosecutor's office, it was established that in January of this year, the Municipal Institution «Municipal Order Service» of the city of Buy and OOO «Independent Construction Company» signed a municipal contract to perform work on repairing the asphalt concrete surface of a road in the center of the city of Buy.
«When installing a storm drain on a section adjacent to the road, a pit more than one meter deep was dug, which was not properly fenced. As a result, a ten-year-old boy on a bicycle fell into it,» the prosecutor's office reports.
It is reported that after the incident, the interdistrict prosecutor made representations to the head of the customer and the director of the contracting organization.
«In addition, based on the materials of the prosecutor's inspection, the investigative bodies opened a criminal case under Part 1 of Article 238 of the Criminal Code of the Russian Federation (performance of work that does not meet the requirements for the safety of life or health of consumers),» the supervisory agency reports.
