MOSCOW, August 16 Chairman of the State Duma Committee on Information Policy Alexander Khinshtein (United Russia) proposes in his Telegram channel to disable monetization on Russian streaming services for foreign agents.
“»I hope that during the autumn session of the State Duma my colleagues and I will definitely deal with this problem. In fact, it seems absurd when money received in Russia is then spent on fighting our country and supporting Ukraine (as in the case with foreign agents: Noize MC, Monetochka, leaders of “BI-2”, “Nogu cramped” and others),” he said.
Khinshtein emphasized that we are not talking about banning the creativity of foreign agents and introducing censorship against them, but rather about disabling monetization on Russian streaming platforms. In this case, neither listeners nor copyright holders will suffer.
«If a work is not recognized as extremist and is not included in the registers of prohibited works, it can continue to be broadcast/downloaded. But the performer-foreign agent will no longer receive royalties for it,» the parliamentarian added.
