MOSCOW, August 16 The Central Bank has called on creditors to support residents of the Belgorod, Bryansk and Kursk regions whose housing, purchased with a mortgage, has been destroyed or damaged, according to the regulator's recommendations.
«In the event of complete destruction of the premises that are pledged under the mortgage agreement, creditors should consider the possibility of full debt forgiveness,» the Bank of Russia emphasized.
In addition, credit institutions are recommended to:
- exempt for a year from making mortgage payments without charging interest in the event of partial destruction of housing that is subject to restoration;
- partially or completely write off debt in particularly difficult life situations;
- consider in the shortest possible time applications for debt restructuring received from residents of border areas, evacuated or forcibly displaced citizens, provide them with a mortgage deferment for up to a year without charging interest;
- ensure that restructuring will not worsen the borrower's credit history;
- notify citizens of decisions made by any available means.

In these three regions, a counter-terrorism operation regime is in place to ensure the safety of citizens. It was introduced after the Ukrainian Armed Forces attempted to seize part of the Kursk region on August 6.
