The Decree entered into force on January 17th. The head of the department, Olga Isaenko, told Komsomolskaya Pravda that such prohibitions have always existed, but only now they have been included in official documents.
“Marriage is a joyful moment, but there is no need to substitute concepts. It is permissible to smile, but there is nothing funny in the ceremony — this is a solemn, tremulous moment. I do not know of any solemn ceremony at which one could laugh.
It must be remembered that marriage is not a farce, and the registry office is not a place for jokes.
This is the place where a new family is created. And usually people are imbued with this event, they may even cry. But if people are serious about this event, no one is laughing,” said the head of the department.
The document does not say whether visitors to the registry offices are allowed to cry. In addition, during the ceremony it is forbidden to move around the wedding hall and leave it, to be in outerwear or dirty shoes, and it is also forbidden to eat, drink and smoke. The participation of the photographer invited by the couple must be agreed in advance.
