"We are now no need to borrow in the markets. We have changed the budget policy, and all revenues that go to the budget, including oil and gas and non-oil and gas, are a source for our expenses and a resource for paying off obligations, both internal and external. We do not plan to enter the domestic market or foreign markets this year. It makes no sense, because the cost of such borrowings would be cosmic", Siluanov said.
«If we talk about entering foreign markets in the future, we'll see how the situation develops. I think that this is unlikely is it possible. If we do borrow, then first of all from domestic investors,» the minister added. He noted that the total amount of the Russian state debt is about 21 trillion external obligations.
