MOSCOW, June 5 Deputy from the faction «Fair Russia — For the Truth» Alexander Aksenenko announced that he proposed the Central Bank of the Russian Federation to limit the number of microloans issued one person, a maximum of two or three loans at a time.
Aksenenko said he sent a letter to the head of the regulator, Elvira Nabiullina, in which he asked the Central Bank «to consider additional measures to protect the rights of MFO borrowers.» «For example, in order to obtain a microfinance loan, (I propose — ed.) to consider the introduction of a mandatory condition: … the introduction of a restriction on the issuance of the total number of microloans, for example, no more than 2-3 loans to one borrower,» the deputy said. He explained that, according to the proposal, it will be possible to open new microloans if the old ones are repaid (thus, no more than 3 simultaneously open microloans).

In addition to this measure, he proposed to oblige borrowers to provide a certificate of income when applying for a loan. «Also, (I propose — ed.) to consider the possibility of reducing the daily maximum percentage at which MFOs provide loans and the maximum loan accruals to a more acceptable percentage for the borrower,» Aksenenko noted.

According to the deputy, the current restrictions for MFIs are insufficient, and an unlimited number of microloans can be obtained by a citizen of any age, without confirmation of solvency. Most borrowers take several microloans, not understanding all the risks, and at the slightest delay «get into debt bondage for many years.» In addition, people began to complain more often that they could not cope with payments due to the large volume of issued microloans, «they ask for help in the possibility of not paying the loan,» Aksenenko added.
«By and large, now the number of loans issued, the calculation of solvency risks — depends on the integrity of microfinance organizations… Our faction, in principle, is in favor of the liquidation of microfinance organizations and I know that a considerable part of deputies from other factions adhere to the same position But so far we have not found support from the central bank,» he concluded.
