The State Duma of the Russian Federation adopted a law exempting domestic tour operators from value added tax (VAT) when selling travel packages in Russia.
It is noted that the relevant document introduces comprehensive changes to the Tax Code in order to implement certain provisions of the main directions of tax policy. According to the new law, until July 1, 2027, operations for the sale of a tourist product in the field of domestic and inbound tourism, which were carried out from July 1 of this year, are exempt from VAT. Thus, this norm has retroactive effect.
The law, which also contains a number of other norms, comes into force from the day of its official publication. Exceptions are provisions for which the authorities have set different deadlines.
