MOSCOW, Aug. 1 The main provisions of the law enshrining the legal norms for the introduction in Russia of the digital ruble, the third form of the national currency, have come into force.
The digital ruble is, first of all, another means for payments and transfers. Therefore, the law stipulates that it will not be possible to open a deposit and receive a loan in digital rubles, and no interest will be charged on balances in digital wallets.
To use the digital ruble, you will need to create a special electronic wallet through the bank. Operations with the digital ruble will be carried out through a special platform operated by the Bank of Russia.
It is planned that transfers and payments in digital rubles will be free for citizens, and the tariffs for businesses for accepting payments in digital rubles will be 0.3% of the payment. Tariffs for transactions with the third form of the national currency will have to be approved by the Board of Directors of the Bank of Russia. He will also determine the time frame in which banks will have to provide customers with the opportunity to conduct such operations.
In early July, the Bank of Russia announced that it expected to quickly adopt the regulations necessary to pilot real operations with the digital ruble, and its testing is scheduled to begin in August.
As Deputy Director of the National Payment System Department of the Bank of Russia Denis Polyakov reported in July, the pilot project for the digital ruble starts with payment by QR code through a banking application, later it is planned to add payment through the application of a smartphone.
