VLADIVOSTOK, September 10 The volume of Russian electricity exports at the end of 2023 will be lower than last year, primarily due to a reduction supplies to China have increased by approximately 18% since the beginning of the year, Nikolai Shulginov, head of the Russian Ministry of Energy, said in an interview at the WEF.

He explained that the reduction in exports to China is due to a significant volume of repairs in generation — more than 1000 MW, as well as existing rules for the use of water resources.

“We cannot, for example, cancel emergency repairs of thermal generation and load the desired volume of hydro generation. When the volume of thermal generation capacity decreases, we have to reduce exports through the 750 kV Amurskaya — Heihe power transmission line (built to increase electricity exports to China). We we were forced to reduce supplies to 100, 200, 300, and even reached 700 MW. Every day we analyze the regime and try to export as much as we can,» the minister explained.
At the end of 2022, Inter RAO, the only operator of export and import of electricity in the Russian Federation, supplied a record volume of electricity to China — 4.7 billion kWh. Previously, export volumes were about 3 billion kWh per year; in 2021, China asked to increase supplies due to energy shortages. In addition to China, Russia supplies electricity to Mongolia, Kyrgyzstan, and Kazakhstan. Electricity exports from Russia to Europe will be stopped in the spring of 2022.
