A resident of Udmurtia, arrested in a case of extremism, was fined because of an inscription on the snow and was forced to apologize on camera

A resident of Udmurtia, Artemy Perevozchikov, who has been in a pre-trial detention center for more than six months on charges of participation in an “extremist organization,” was fined 30 thousand rubles in the spring because of the inscription “No to War” in the snow. The corresponding resolution was found on the website of the Oktyabrsky District Court of Izhevsk by the OVD-Info project.

On April 19, Perevozchikov was found guilty under the protocol on “discrediting” the Russian army (Part 1 of Article 20.3.3 of the Administrative Code).

According to court documents, a 19-year-old student from Izhevsk wrote “No to war” in red paint in the snow in a public place, “believing that Russia attacked Ukraine without serious reasons, as a result of which civilians suffer and are destroyed cities, civilian infrastructure, and also that there is not a special military operation on the territory of Ukraine, but a full-scale war with the aim of Russia seizing new territories.”

Perevozchikov “did not appear” at the court hearing, the document says. Moreover, at that time, he was probably already under arrest in a criminal case for participation in an “extremist organization” (Part 2 of Article 282.2 of the Criminal Code). According to the voiced version of the investigation, the student wrote on “urban infrastructure objects” in the center of the republic “Freedom for Navalny,” “No to war!”, “Russian soldier is a fascist occupier” and other phrases.

As a source told Mediazona, an administrative and criminal case against the student was opened at the end of March almost simultaneously — “within three days.”

The resolution in the administrative case about “discrediting” the military quotes Perevozchikov’s explanations, which he gave to the police. He told them that he supported the position of Navalny’s Headquarters, including on the issue of Russia’s invasion of Ukraine, and made the inscriptions on the railings and on the snow “according to the instructions” of the oppositionist’s comrades.

“Mediazona” noticed that on May 30, the Telegram channel “Operational Reports” published a video with Perevozchikov’s apology.

A criminal case was opened against Perevozchikov on March 23, after which the Industrial District Court of Izhevsk sent him to a pre-trial detention center. In August, the case was transferred to the central office of the Investigative Committee, and the student was transferred to Moscow. At the meeting it was mentioned that the investigation was being carried out by an investigator named Spesivtsev, who heads the department for investigating environmental crimes, which appeared in 2020.

At the end of the summer, Perevozchikov was added to the list of Rosfinmonitoring, which lists those accused in extremist and terrorist cases. The day before, the Basmanny District Court of Moscow extended his arrest. According to Mediazona, Perevozchikov is now in the Vodnik pre-trial detention center; immediately after his arrest he admitted guilt.
