MOSCOW, December 20 Changes to the Constitution 2020 years have confirmed that it is not a museum exhibit, but a living document that has been updated in accordance with the requirements of the time without losing the fundamental foundations of the constitutional structure of the Russian Federation, said Federation Council Speaker Valentina Matvienko.
“Over the past years, the country’s fundamental law has passed a real test of strength. And the amendments that were made in 2020 only confirmed that the Constitution is not a museum exhibit, but a living document that was updated according to the requirements of the time without losing or distorting the fundamental principles of the constitutional structure,” the politician said at the ceremonial meeting of the Council of Legislators, dedicated to the 30th anniversary of the Federal Assembly.
According to her, the amendments strengthened the social component of the state, determined the priority of Russian legislation over international legislation, and consolidated our traditional values. Family and children are defined as the highest value of our society. “What’s important is that parliament has received significant new powers. I think such trust on the part of citizens and the head of state is a sign of the maturity of our parliamentary system,” she added.
< br>According to the parliamentarian, based on constitutional principles, in Russia it was possible to build “a balanced, harmonious system of relations between the branches of government — without “pulling the blanket”, without conflicts between parliament and government, which we see in many countries.”
Politician noted that among the key constitutional foundations of Russia, its federal structure plays a special role; this is the most important condition for the existence of our multinational and multi-religious country.
