
MOSCOW, May 23. Euphoria over the use of artificial intelligence will in any case require legislative regulation, there are potential dangers of human rights violations in this area, said the head of the Federation Council commission for information policy and interaction with the media, Senator Alexey Pushkov.
“The euphoria about AI needs adjustment, in particular legislative. We have to determine which areas require the intervention of legislators, we need to consult with colleagues from law enforcement agencies. We are at the very beginning of the journey, but we see that this is already becoming a necessity using the example of what is happening in the field of cybercrime,” Pushkov said at a meeting of the commission he heads.
The senator recalled that artificial intelligence works according to the rules that humans put into it. According to him, there are several risks when using such technologies. During his speech, he mentioned the risks of distorting history and creating «false information series» when AI generates texts, as well as the risk of human rights violations when using such technologies — for example, monitoring people's lives with the help of AI.
“Here, AI has enormous opportunities, its use. Those who want to use it for illegal purposes receive such opportunities. Either the law needs to be adjusted and the powers of the executive branch, law enforcement agencies must be expanded, or it must be clearly defined to what extent this or that form is permitted monitoring human life, our actions,” the parliamentarian emphasized.
«Artificial intelligence is not an independent being, not a self-knowing substance, it is not an analogue of a person. Artificial intelligence reproduces what is put into it, and can even maximize what is put into it. It works within the framework of that request, which is done on the basis of the data entered into it,” the politician concluded.
