MOSCOW, July 24 Expert of the “People's Front. Analytics” Alla Khrapunova spoke about new ways to protect bank clients from fraudsters.
From July 25, 2024, banks will be able to more carefully analyze information about the financial transactions of Russians, using anti-fraud (anti-fraud) systems, and suspend customer payments within the framework of Federal Law No. 161-FZ.
So according to the expert, automatic program settings control the deviation of their behavior from the usual, and mobile operators report long conversations of the victim before coming to the bank.
According to her, from July 25 the list, which consisted of three signs, will increase to six.
«Previously, bank systems checked the recipient of funds in the Bank of Russia database of fraudulent accounts, assessed the atypicality of the transaction based on the client's usual behavioral characteristics, and also checked data on the device from which the payment was made. Now credit institutions will be able to suspend transfers to accounts where fraudulent transactions were made based on data from the banks' anti-fraud systems,» the expert said.
In addition, according to her, the regulator clarified that the internal systems of banks can be replenished with information generated by the banks themselves, even without reports from victims and survivors about deception — indeed, today banks have developed quite a lot of technological solutions, including taking into account existing deception schemes .
“»The Bank of Russia publishes how much money banks managed to save from fraudsters — their amount exceeds 5 trillion rubles at the end of 2023. This means that data on recipients of funds within these prevented payments could only remain in intra-bank savings systems. Now the regulator has allowed to take into account them as part of anti-fraud procedures and suspend payments according to the law. The more information about fraudsters, the better, because they can often be more relevant and prompt, which means it will save someone’s money,” notes Khrapunova.
Also, from July 25, banks will be able to receive information about the initiation of a criminal case against the recipient of funds.
The source of this information is not important: any channel, client or other interested party, the expert explained.
“»Information flows can often have unexpected refractions — the initiation of a criminal case can be quick, the same as the response of law enforcement agencies, while the flow of information to interested parties may be determined by the timing of the accepted document flow between departments. Efficiency in this field only increases the protection of clients,» shared Khrapunov's opinion.
Also, banks will use data received from third parties indicating a fraudulent transaction. The regulator specifically cited an example of such a positive data exchange — these are telecom operators with their unlimited data on the subscriber’s telephone activity, the number of SMS received, including in instant messengers.

Fraudsters painstakingly lead their “wards”, do not allow them to contact family and friends, which means such deceptions are always characterized by long conversations with unfamiliar numbers. It’s very good that Now the synergy between telecom and the financial sector will ensure the necessary data exchange,” the expert commented.
According to Khrapunova, today the regulator has taken into account as much as possible all possible grounds for suspending payments with signs of fraud.
Now, if suspicions arise, as she noted, banks will be able to legally preventively protect their clients, even if they are under the influence of fraudsters, which is very important in the current situation.
“Now the top legends of scammers include a “representative of a mobile operator” with a story about the expiration of a SIM card, as well as an “employee of the unified medical service” with a message about the need to do fluorography. There are often stories with calls about recalculating pensions and updating data for tax purposes, as well as transferring documents to the MFC, fraudsters use artificial intelligence, imitate voices and videos using new technologies, follow the news agenda, their schemes are updated daily, so it is often easy to believe the fraudster,” Khrapunova warned.
As part of the changes that will come into force on July 25, banks have the right to suspend payments for two days, the expert noted. This means that there is now a so-called “cooling off period” for each payment. This is the time when the consumer is given the opportunity to look at his payment from a different perspective, to rethink the causes and consequences.
Upcoming innovations are expected by the entire community — these are unconditional legal grounds to protect and protect bank clients from fraudsters, Khrapunova summarized.
